Eligibility criteria of Azerbaijan Government Scholarships 2021-22 is given below:

All the candidates from OIC Member Countries & NAM Member Countries are completely eligible for this program.

There’s also an age restriction.
For Undergraduates, candidates must be under 25.
Similarly, for Masters, given age limit is of 30. Candidates applying in any Masters program must not be more than 30 years.
For PhD Programs, it’s compulsory for Candidates to be under 40 years of age.
